Yes, Castiel's celestial duties are only dealt with in a temporary sense in the course of this fic, and hinted at in the first two time stamps (the ones that take place within a year of theending). There will, at some point, have to bed a dean/cas-centred times tamp dealing with that, because, as you say, that is one thing that dean won't deal with well.
